A Tokyo Revengers reference
Given the popularity of the anime, many guessed that the line was from Tokyo Revengers since it has a notable character named Kiyomasa in it.

Kiyomasa is the nickname of a character whose full name is Masataka Kiyomizu. Kiyo is taken from his surname, Kiyomizu, and Masa is taken from his first name, Masataka. In the anime, Kiyomasa is a figure known to be brutal and merciless to his opponents.

Kiyomasa has a tall and muscular build, making him look more mature than teenagers his age. He has a scar on his left eyebrow and always wears the Shibuya uniform, a shirt combined with baggy black trousers and loafers.

There's a massive chance that Kiyomasa refers to this character.

The probable meaning of the viral phrase
If we trace the phrase word by word, we might be able to figure out the meaning of the phrase.

First, the exclamation "oi" is often used by both Japanese and Indonesians to address other people, just like "hai" or "hoi". Then, the word "nande" translates to "why".

Then there is "gambare", which is how the word "ganbare" is spoken. It is usually used to give encouragement. The last word is a swear word that is often used and heard in anime, "baka", which means "foolish".

In short, the sentence "Oi Kiyomasa Nande Nande Gambare Gambare Baka" might mean "Hey, Kiyomasa! What's wrong? Don't be disheartened, you fool!" There, mystery solved!
