Indonesia-Canada ICA-CEPA Agreement to Boost Trade, Investment, and Collaboration Across Key Sectors

Indonesia and Canada have made significant strides toward enhancing their bilateral economic relations with the announcement that the Indonesia-Canada Comprehensive Economic Partnership Agreement (ICA-CEPA) will take effect in 2026. Trade Minister Budi Santoso confirmed that the formal signing of the agreement is scheduled for mid-2025, marking a crucial milestone for both nations.

The negotiations for the ICA-CEPA were substantively completed earlier this year, with both countries’ leaders announcing the successful conclusion of talks during the APEC Summit in Lima, Peru, on November 15. This agreement is set to open new opportunities for trade, investment, and collaboration across various sectors.

A Promising Future for Bilateral Trade and Investment

Minister Budi Santoso highlighted the wide-reaching scope of the ICA-CEPA, which goes beyond the trade of goods. The agreement offers preferential treatment for Indonesian service providers in several key sectors, including business services, telecommunications, construction, tourism, and transportation. This will not only facilitate access to Canadian markets but will also foster stronger economic integration between the two nations.

One of the most significant components of the agreement is its focus on critical minerals, an area of growing importance for both countries. As part of the agreement, Indonesia and Canada have also signed two Memoranda of Understanding (MoUs), which specifically address cooperation in critical minerals as well as sanitation and water sanitation. These collaborations are poised to create a foundation for sustainable development and resource management, crucial for both nations’ economic futures.

Expanding Horizons for Entrepreneurs and Investors

The ICA-CEPA agreement is expected to unlock numerous opportunities for businesses and investors. With preferential access to each other’s markets, Indonesian businesses will have a stronger foothold in Canada, while Canadian investors can explore lucrative opportunities within Indonesia’s rapidly growing economy. Minister Santoso encouraged both countries’ businesses to seize this momentum and work together to create tangible benefits for their people.

Additionally, the agreement includes provisions for investment in key sectors such as manufacturing, agriculture, fisheries, forestry, mining, and energy infrastructure. Both governments have emphasized their commitment to fostering an environment conducive to business growth, with specific provisions for intellectual property rights, regulatory practices, e-commerce, competition, SMEs, and women's economic empowerment.

A Strategic Partnership for Global Growth

Canadian Minister Mary Ng expressed her optimism about the ICA-CEPA agreement, stating that it signals the ideal time for businesses and investors from both countries to explore opportunities in their respective markets. She emphasized that Indonesian entrepreneurs are now well-positioned to expand into the North American market, while Canadian companies can benefit from increased access to Indonesia’s dynamic and diverse economy.

The completion of the ICA-CEPA negotiations marks a significant step toward cementing a long-term, strategic partnership between Indonesia and Canada, with both nations poised to benefit from enhanced economic cooperation and growth. As the signing date draws nearer, businesses, investors, and entrepreneurs are already preparing to capitalize on the new opportunities that will arise from this groundbreaking agreement.
