CREATIVE ASEAN: FRANCE AND 11 COUNTRIES JUST OPENED A NEW DOOR FOR ARTISTS
Creative ASEAN launches with France and 11 ASEAN states, backing artist residencies and creative-industry exchanges. Here's what it means for you.
Picture a fashion designer starting a research trip in Bandung, developing the collection further in Bangkok, then presenting it on a runway in Paris without juggling three separate visa applications or three separate funding pitches. That's the exact scenario France and ASEAN are now betting on with Creative ASEAN.

Creative ASEAN is a new regional cultural cooperation program launched by France and the 11 ASEAN Member States on 10 September 2026 in Jakarta. It's funded through the ASEAN-France Fund, part of the wider ASEAN-France Development Partnership, and run under the ASEAN Senior Officials Meeting on Culture and Arts (SOMCA). Instead of France running separate cultural programs through its embassies, Instituts français, and Alliances françaises in each Southeast Asian country, Creative ASEAN folds all of that into one shared regional label with residencies, workshops, and a digital platform for artists across the region.

What is Creative ASEAN, exactly?
Think of it as a shared umbrella brand. Every ASEAN country will host at least one program under it, either an artist residency built around research or creation, or a professional workshop for people in the creative industries curators, entrepreneurs, cultural managers, policymakers. That's 11 guaranteed programs, minimum, spread across the region and France.
The priority sectors are broad: film and audiovisual production, design and fashion, performing arts and music, gaming and animation, immersive technology, literature, creative entrepreneurship, and cultural policy. So this isn't just for painters and musicians game developers and fashion entrepreneurs are explicitly in scope too.
How does the "hop across borders" model actually work?
This is the part that makes Creative ASEAN different from a standard grant program. An artist can start a project in one ASEAN country, continue developing it in another, and finish or exhibit it in France all under one program. It's designed for mobility, not a single fixed residency location.
"Creative ASEAN represents our sustained efforts towards building a strategic partnership," said Dr. Kao Kim Hourn, Secretary-General of ASEAN.
How many people will actually benefit?
Here's the number that might surprise you: across the entire project cycle, spanning 12 countries, Creative ASEAN is expected to directly benefit only 15 to 20 artists in residencies and 25 to 40 people in workshops and exchanges. For an initiative this geographically ambitious, that's a deliberately small, curated group not a mass open call.
What's the digital platform about?
To keep momentum after the launch, Creative ASEAN will build a digital resource hub with an interactive regional map, directories of cultural organizations, open calls for applications, artist interviews, and sector reports. It's meant to be the long-term home base for the initiative once the initial flagship programs wrap up.

Why does this matter beyond the press release?
This builds on the ASEAN Creative Economy Sustainability Framework, adopted at the 46th ASEAN Summit on 26 May 2025, which already flagged the creative economy as a growth priority for the region. Creative ASEAN is the first concrete cross-border program to come out of that framework — with gender balance, geographic diversity, youth participation, and environmental sustainability built into its design from day one.
